Appropriate and Value-Based Care (AVBC) at NUHS

2026/04/24
At NUHS, Appropriate and Value‑Based Care (AVBC) means putting patients first in every healthcare decision. It ensures that the care received is right for patients, given at the right time, and based on what they truly need. The focus is on achieving the best possible health outcomes, while using healthcare resources wisely.

AVBC is about providing care that is effective, necessary, and meaningful. It encourages doctors and healthcare teams to recommend treatments and tests that are supported by medical evidence, aligned with patients’ personal goals, and not more than what is needed. This helps avoid unnecessary procedures, reduces risks, and improves overall care experience of patients.

By focusing on what truly adds value to patients’ health and well being, AVBC supports safer care, better outcomes, and a more sustainable healthcare system—benefiting both individuals and the community.

What “Value” Means in Healthcare

Value‑based care shifts the focus from the volume of services to the value those services create. At its core, value-based care asks a simple but powerful question:

“Are we improving what matters most to patients?”

Value-based care looks at:

NUHS VDO formula
  • "Quality” reflects how well patients benefit from care
This includes clinical results (such as recovery and complications), how patients feel and function in daily life, and their overall care experience.
  • "Cost" reflects the resources used to deliver care
This includes hospital stays, treatments, tests, and staff time, with a focus on avoiding unnecessary care while maintaining quality and safety. The “Cost” isn’t just a hospital bill; it is the total effort, time and resources used across the entire journey of care – from diagnosis to recovery.

When we understand both, we can deliver the best possible results for every dollar spent – ensuring our care is effective, efficient, and meaningful to patients.

How NUHS Creates Value for Patients

At NUHS, value is built into how care is delivered every day.

Care is team-based - ABVC

Care is team-based.
Clinicians, nurses, allied health professionals, and our patients work together as one coordinated team across the full care journey.

Outcomes are measured - ABVC

Outcomes are measured.
We track what matters to patients, how well they recover and feel, not just what we do.

Resources are used wisely - ABVC

Resources are used wisely.
We reduce unnecessary care and focus on what works.

We continuously improve - ABVC

We continuously improve.
Data and patient feedback guides better decisions and better care.

These principles come together through a structured framework built on five interconnected building blocks. Together, they enable the move from fragmented to integrated care that is accountable and patient-centric:

  1. Organising care around patient needs
  2. Measuring outcomes and costs for every patient
  3. Aligning incentives with results
  4. Enabling integrated digital platforms
  5. Driving continuous improvement

Why Value Matters

Value-based care in NUHS is more than just a framework – it is a mindset, reflecting the shared commitment of all our staff, doctors, nurses, allied health professionals and administrators, working together to achieve the health outcomes that matter most to patients.

When we measure what is meaningful, learn from one another, and act as one team, care becomes seamless and human. That is the real value – not just better outcomes, but a healthcare system built on trust, collaboration, and shared purpose.
