Deputy Chief Executive, NUHS
Mr Chua Song Khim is the Deputy Chief Executive of the National University Health System responsible for Population Health efforts, Regional Health System Office, Alexandra Campus Development, National University Polyclinics, Family Medicine, Group Nursing, Group Allied Health, NUHS Diagnostics & NUHS Pharmacy business units. He was appointed in January 2017 while concurrently as Chief Executive Officer, NTUC Health until he relinquished his NTUC position in June 2018.
As the CEO of NTUC Unity Healthcare and Executive Director of NTUC Eldercare Cooperatives in 2012, he led the integration effort to form NTUC Health Cooperative in 2014. Today, NTUC Heath is the largest health co-operative in Singapore (one of NTUC’s social enterprises), providing a comprehensive suite of health and eldercare services ranging from dental, family medicine, senior day care, homecare, nursing homes and senior wellness centres.
Mr Chua was appointed the Chief Operating Officer of NUH in 2001 before assuming the Chief Executive Officer position in July 2001 to July 2008. During his term at NUH, the hospital became the first hospital in Singapore to be accredited by the Joint Commission International (JCI) besides being ISO certified for ISO 9001:2000 (Quality Management), ISO 14001:1996 (Environmental Management System) and OHSAS 18001:1999 (Occupational Health and Safety Management System). NUH also received Spring Singapore’s People Excellence Award and the Singapore Service Class. Mr Chua was instrumental in the master planning of the Kent Ridge campus that saw the development of the NUHS Tower Block and the new Medical Centre with the Kent Ridge MRT station, as well as positioning NUH to allow the creation of NUHS in 2007.
In 2008, Mr Chua left NUH and took up the position of Group Chief Executive Officer of public listed company China Healthcare Ltd (Econ Healthcare), that owns and operates a network of nursing homes and eldercare services in Singapore and Malaysia.
Mr Chua holds a Bachelor’s degree in Computer Science from the National University of Singapore (NUS) and a Master’s degree in Health Services Administration (Policy & Management) from the University of Michigan, Ann Arbor (USA).
Over the years, Mr Chua had received numerous awards, including the Public Administration Medal (Gold), COVID-19 Resilience Medal, National Day Commendation Medal, NTUC Commendation Medal (Gold), Ministry of Health’s Health Leader Award and the Republic of Singapore Navy’s National Servicemen of the Year award (Commendation). Mr Chua is currently a Board member of St Luke’s ElderCare. His past appointments included Board member of St Luke’s Hospital and Jurong Health Services Fund; Chairman of the MOH’s Healthcare Productivity Implementation Taskforce (HPIT); a member of the Future Economy Council Essential Domestic Services Sub-Committee, Chairman of the Agency for Integrated Care's Strategic Advisory Committee - Quality Improvement for the Intermediate & Long Term Care sector, a member of Ministry of Health’s City for All Ages and member of the Advisory Committee, School of Sports, Health and Leisure of Republic Polytechnic, and a member of Healthcare Tripartite Committee for Workforce Innovation and Productivity. Mr Chua also serves as an Elder in Bethesda Christian Centre.
