Mr Foo is the Deputy Chief Executive of the National University Health System (NUHS) where he oversees the JurongHealth campus comprising the integrated 700-bed Ng Teng Fong General Hospital and 400-bed Jurong Community Hospital as well as the Jurong Medical Centre. He is also responsible to drive the collaboration with institutions in the Intermediate and Long-term Care (ILTC) sector in the western region to improve care integration for patients. Mr Foo also holds a concurrent appointment as the Chief Executive Officer of Ng Teng Fong General Hospital.


With 23 years of experience in public healthcare, Mr Foo rose through the ranks and helmed several key positions including Chief Operating Officer (COO) at Changi General Hospital, COO at Singapore General Hospital, with concurrent appointments as SingHealth’s Group COO and Group Chief Procurement Officer. At these institutions, he was responsible for driving infrastructure development, operations effectiveness and efficiency, and quality at the organisational level. For his key role during the SARS outbreak in 2003, he was conferred the National Day Commendation by the President of Singapore.


Mr Foo serves on various public sector committees/ boards such as the Workplace Safety and Health Council, the JurongHealth Fund Board, the South West Development Council, the HomeTeamNS Board of Governors and the Nanyang Polytechnic’s School of Health Sciences Advisory Committee.


He was an Assistant Superintendent in the Singapore Police Force (SPF), having won a Public Service Commission Scholarship, and graduated with a Bachelor of Science with Honours (2nd Class Upper) from the National University of Singapore. He also holds a Masters in Business Administration and Masters in Public Heath (Health Services Management) from the Anderson School, University of California, Los Angeles. In 2007, he attended the Advanced Management Programme at Harvard Business School.


He is currently NS Commander of CID and holds the rank of Deputy Assistant Commissioner of Police (NS).
