Associate Professor Liu Hern Choon Eugene is a senior consultant in the Department of Anaesthesia at the National University Hospital (NUH) and an associate professor at the NUS Yong Loo Lin School of Medicine (NUS Medicine). He served as Postgraduate Training Director of the NUS Medicine’s Department of Anaesthesia from 1999 to 2005, then as the Department’s Clinical Director from 2006 to 2010, and eventually as its Head from 2010 to 2015. In his role as Head of Department, Assoc Prof Liu led a large expansion in clinical services, operationalising new operating rooms, clinics and an intensive care unit. He instituted audit systems and quality improvement work and steered the Department’s contributions towards the National University Health System (NUHS)’s goals in clinical care, research and education, and mentored several future leaders.

At the NUS Medicine, Assoc Prof Liu has been Assistant Dean (Academic Affairs) since 2007. He made many contributions to the management of the faculty’s recruitment, appointment, promotion and tenure, appraisals and compensation. He helped establish the specialised track system, which enables academic clinicians to excel in a career track that is optimal for them, and which enables clinicians to lead and work in medical education and research. This supported the tripartite mission of the NUHS.

Since 2009, Assoc Prof Liu also planned the strategy for and managed the international relations of the medical school. He arranged opportunities and funding for clinical teaching and cooperation, joint research, joint symposiums, and helped create opportunities for the NUS Medicine students to embark upon global medicine electives. NUS Medicine now has comprehensive collaboration with leading overseas schools including Cambridge and Harvard, and with key schools in the Association of Southeast Asian Nations region.

Assoc Prof Liu also contributed to research in airway management and pain management, and currently serves on the Associate Editorial Board of the British Journal of Anaesthesia.

In presenting the Excellence Award to Associate Professor Liu Hern Choon Eugene, we are recognising an exceptional clinical and academic leader who has contributed much to help advance the teaching and practice of medicine.
